Background


The Development Support Program (DSP) was enacted by the Vanuatu Government under the Honorary Citizenship Regulations of the Citizenship Act (112).

Pursuant to the said regulations, candidates may apply for Vanuatu Honorary Citizenship by contribution of USD130,000 to the Government of Vanuatu.

The citizenship acquired under the DSP program is fully recognized by the Government of Vanuatu and the nationality is regarded as Ni-Vanuatu.

Those applying for and receiving Vanuatu Citizenship under the Development Support Program have the full right to reside in Vanuatu at all time and the passport is renewable upon expiry.

Besides the above mentioned cash contribution of 130,000$, there are some additional charges and fees, including citizenship cost, background check, VIPA fees, processing fees, Passport fees and agent handling fees etc…

Required Documents


Documents should be legalized before a notary public, in specific cases where there is no notary public close by, they may use the honorary consulate of Vanuatu.

Procedures


  1. Candidate must first provide us with a clear copy of his/her passport and a police Clearance (for family case, each family member 12 year old and up must submit a copy of passport and police clearance)
  2. The Due diligence and background check may take up to 7 days. If candidate is confirmed to be clean and cleared based on a written report issued by competent authorities, an agreement would be signed between candidate and the Citizenship Commission's designated agent.
  3. Upon signing the agreement, Candidate must fill and sign application forms, provide the required documents and pay 50% of total cost.
  4. Within one month (depending on the citizenship commission meeting schedule) the citizenship commission issue a letter addressed to candidate to confirm that his application has been accepted in principal.
  5. Once Candidate receives this letter, he has to pay the remaining 50% within 5 days, and fill and sign the passport application form.
  6. Within one additional month, the citizenship commission issues the citizenship certificate and instructs the passport office to issue the passport. A soft copy of citizenship certificate and passport would be emailed to Candidate/new citizen.
  7. Candidate has three options to take the Oath of Allegiance and picks up the passport:
    • Travel to Vanuatu to appear before a commissioner of Oath to receive his citizenship certificate and Passport, Or
    • Invite the Commissioner of Oath to his country to deliver the Citizenship Certificate and Passport. In this case, Candidate must pay for tickets and hotel. Or,
    • Wait for Commissioner of Oath scheduled visit to nearest Embassy or Vanuatu Diplomatic Mission (Brussels, New York or Beirut) to come in person and pickup his Citizenship Certificate and passport.
